The CBD towers go first. You come over the rise on the expressway and the skyline that was sharp on Monday is a row of grey suggestions, and by the time you filter to the front at the lights your visor smells faintly of something burning a thousand kilometres away. Singapore's air is among the cleanest in Southeast Asia — and in a haze year its annual PM2.5 has run at 19.0 µg/m³ against a calm-year baseline of 12.6, about 1.5x (IQAir). Here is the part nobody has said out loud: this week the F1 organisers, the schools, the outdoor employers and the festival operators all activated a written haze plan. For Singapore haze motorcycle riders, there is no rung of that plan that reaches you.

What is actually happening in Singapore this haze season?
Ahead of a season the authorities assess as higher-risk than 2019, Singapore's major outdoor operators have activated their haze plans. The Meteorological Service Singapore said on 17 August 2026 that the country could see hazy conditions if fires in Indonesia's Sumatra and Kalimantan intensify, with dry conditions expected to persist. The Pollutant Standards Index has been sitting in the moderate 51–100 band; air quality is rated unhealthy above 100, very unhealthy above 200 and hazardous above 300 (CNA).
The response is genuinely well-built. The interagency Haze Task Force, chaired by the National Environment Agency and comprising 28 government agencies, was convened in April to review response plans. Member agencies hold tiered action plans keyed to the 24-hour PSI and hourly PM2.5 readings. Schools adjust outdoor activities and switch air purifiers on. Outdoor work is scaled back, with particular attention to the elderly, pregnant women and workers with chronic lung or heart disease. The Singapore Grand Prix has a contingency plan agreed with government agencies; the Singapore Night Festival can adjust, relocate or cancel programmes outright (CNA).
Read that list as a rider and something is missing.
Why is Singapore's air a rider's problem at all?
Because the pollution is not made here. Singapore is close to a control experiment: strong governance, a clean baseline, and a haze problem that arrives from outside its borders on the wind. Its annual PM2.5 has held between 11.4 and 13.8 µg/m³ every year from 2020 to 2025 — and then jumped to 19.0 µg/m³ in 2019, the last big transboundary haze year (IQAir).

The exposed population is not small, and it is not only local. An average of 69,000 Malaysia-registered motorcycles entered Singapore daily in 2025 (Ministry of Transport, 3 February 2026), on top of Singapore's own registered motorcycle fleet, which has run in the range of roughly 139,000 to 148,000 machines (data.gov.sg). The haze crosses a border to get here. So do a lot of the riders.
Why does the haze plan not reach a motorcycle rider?
Occupational health has a standard tool for ranking protections, the NIOSH hierarchy of controls: elimination, substitution, engineering controls, administrative controls, and personal protective equipment, in that order. NIOSH's own summary of why the order matters is blunt — elimination, substitution and engineering controls "are more effective because they control exposures without significant human interaction" (NIOSH). PPE sits last, for use when other controls cannot sufficiently reduce exposure, or when it is the only option available.

This is not a failure of care by anyone. It is a structural property of the hierarchy itself: the top four rungs all require somewhere to put the person, and a rider's job has nowhere. Schools get an engineering control because a classroom is a bounded volume with a controlled inlet, so you can switch on a purifier and change the air. Outdoor workers get administrative controls because a roster can be rewritten. The Grand Prix gets the strongest control of all, elimination, because an event can simply not happen.
A ride cannot not happen. That is the whole job.
Two related arguments are worth having properly rather than in passing here. The 24-hour PSI that triggers those tiered plans is a sensible instrument for a building, whose occupancy is measured in hours, and a poor description of what a rider meets in ninety seconds at a junction — we took that apart in detail in what Malaysia's haze index hides from riders. And the reason the last rung performs worse on a bike than it does on a pavement comes down to what happens to a mask's seal at speed, in a helmet, in the wet, which is the subject of the ceiling on pollution masks for motorcyclists.
What does this look like for riders by 2031?
Here is the projection worth owning, and it is about frequency rather than severity.
A severe transboundary haze year has historically lifted Singapore's annual PM2.5 by roughly half over its calm-year baseline: 19.0 µg/m³ in 2019 against a 2020–2025 mean of 12.6 µg/m³, a ratio of about 1.51 (IQAir). Apply that same ratio to the 2025 baseline of 11.9 µg/m³ and a repeat of a 2019-grade haze year would put a Singapore rider's annual average near 18 µg/m³, about 3.6x the WHO annual guideline of 5 µg/m³. That figure is a synthesised projection — our own arithmetic on the IQAir series, shown so you can check it — not a forecast anyone has published.
The frequency half comes from the climate literature. Cai and colleagues, writing in Nature Climate Change, present modelling evidence for a doubling in the occurrence of extreme El Niño events under greenhouse warming (Cai et al., 2014). That study is about El Niño, not about Singapore's PM2.5, and the two should not be conflated. But strong El Niño conditions are precisely the driver behind the heightened transboundary haze risk the authorities are planning around this year (CNA).
Put the two together and the planning question changes shape. A rider who has been budgeting for one severe haze season a decade should be budgeting for two.
What can a rider actually do about it?
Move yourself up the hierarchy, because nobody else can move you.
The rung that transfers is the third one. An engineering control works on the air rather than on your behaviour, and a helmet — like a classroom — is a bounded volume with an inlet. The difference is only that the device has to travel with you.

What PSI level should make a rider change plans?
Singapore rates air quality unhealthy above a PSI of 100, very unhealthy above 200 and hazardous above 300 (CNA). Those thresholds are built for the general population and for 24-hour exposure. A rider spending a whole shift in traffic is accumulating dose continuously, so treating the official band as a floor rather than a ceiling is the sensible reading.
Does an N95 work for riding in haze?
It is genuinely better than nothing, and Singapore's agencies are right to make masks available. The complication is specific to riding: seal, speed, humidity and helmet fit all work against a mask on a bike. We covered that in detail in our piece on the pollution-mask ceiling.
Why does haze affect Singapore when the fires are somewhere else?
That is what transboundary means. The Meteorological Service warned on 17 August 2026 that Singapore could see hazy conditions if fires in Sumatra and Kalimantan intensify (CNA).
